Charitable Policy

Purpose

New Life Christian Camp Association (NLCCA) is organized and operated exclusively for religious, charitable, and educational purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code. This policy establishes guidelines for charitable activities , financial assistance, reduced-fee use, and the use of propert in order to ensure compliance with Internal Revenue Code 501(c)(3) , Illinois Property Tax Code Sections 15-40 and 15-65, Illinois charitable exemption guidlines, generally accepted nonprofit best practices. NLCCA  operates its facilities and programs primarily to serve charitable, religious, and educational purposes and not for private profit.

Mission & Biblical Foundation

NLCCA charitable work is motivated by Christian Faith including: 2 Corinthians 9:7, Galatians 6:2, Proverbs 19:17. All activities must further the organization's exempt purpose and must not provide private benefit.

Scope of Charitable Activities

This policy applies to all programs and use of NLCC property, including but not limited to camp programs, and rentals, temporary housing assistance, benevolence and hardship aid, sponsorships, scholarships, and fee reductions, use of cabins, dorms, RV sites, apartments, and meeting facilities, outreach, ministry, and community programs, acceptance and use of donations. 

Compliance Principles for Charitable Property Use

NLCCA affirms the following principles: The organization has no shareholders and operates as a nonprofit, funds are held in trust for charitable purposes, charity is available to all who need and apply, no earnings benefit any individual, no unreasonable barriers are placed on those seeking assistance, and the property is used primarily for charitable, religious, and educational purposes. All property owned at NLCCA is maintained to support these purposes even when fees are charged.

Public Availability of Charitable Assistance

Charitable assistance is available to the public. Assistance opportunities are made known through registration forms, rental agreements, assistance request forms, posted policies, church and ministry outreach, and direct inquiry. Individuals may request assistance at any time. NLCCA does not deny charitable consideration solely because a person cannot pay full fees

Eligible Charitable Class

Charitable assistance may be provided to campers and families with financial need, individuals experiencing hadrship crisis, churches ministries or nonprofit partners, community members needing temporary housing, persons affected by disaster or emergency, or participants in religious or educational programs. Eligibility is determined using objective and consistent criteria.

Types or Charitable Assistance

NLCCA may provide assistance in the form of but not limited to scholarships or sponsorships, reduced or waived camp fees, reduced or waived facility rental fees, temporary housing assistance, benevolence aid, free or reduced use of cabin, dorms, apartments, and RV sites, or in-kind services or supplies. Assistance may be full or partial depending on need and available resources.

Temporary Housing & Emergency Assistance 

NLCCA may provide temporary housing to individuals or families experiencing hardship. Housing assistance may include the use of cabins, dormitories, apartments, motel rooms, or RV sites. Requests may be made by using the Assistance Request Form or other approved procedure. Housing may be provided free of charge or at a reduced cost when financial need exists. Providing housing at reduced cost does not change the charitable nature of the property.

Camp and Program Assistance 

Camp and retreat fees may be reduced or waived based on need. Multiple child discounts, sponsorships, and scholarships may be granted. No person is denied participation solely for inability to pay. 

Use of Property & Rental Income

NLCCA property is owned and maintained to support its religious, charitable, and educational mission. Facilities may be used for camps, retreats, ministry events, temporary housing, community programs, charitable outreach, or religious gatherings. Fees may be charged for use of the property, however; All income is used solely for maintenance, operation, and charitable programs. No income is distributed to any director, officer, or private individual. Rental income supports the charitable mission. Reduced rates or free use may be granted when need exists. Property maintained year round for charitable and ministry purposes. Any non-charitable use is incidental to the charitable mission.

Application & Approval of Assistance

Requests for assistance may be made in writing. Requests may use the Assistance Request Form or other approved method. Requests are reviewed my NLCCA leadership using consistent criteria such as financial need, hardship or emergency, participation in programs, ministry purpose, and available resources. 

Financial Stewardship

Charitable funds are used only for approved charitable purposes. NLCCA maintains financial controls consistent with nonprofit standards. No charitable assistance may result in private benefit. No director or employee may receive personal gain,

Donations & Donor Intent

Donations are accepted only for purposes consistent with the mission. Restricted gifts are used according to donor intent. Funds may be redirected only as allowed by law.

Non-Discrimination

All charitable assistance is reviewed and provided without regard to race, color, national origin, sex, age, disability, and any other protected status. Participation in religious activities is voluntary except where part of a religious program. 

Confidentiality

All information related to assistance requests are confidential. Information is used only for charitable determination and compliance.

Documentation & Record Keeping

NLCCA maintains the records of the following listed below. Records are kept to demonstrate compliance with IRS rules, Illinois tax exemption requirements, and nonprofit best practices.

- Scholarships granted 

-Fee reductions

-Benevolence aid

-Emergency shelter use

-Free or reduced facility/housing use​

Transparency

NLCCA maintains records showing charitable use of property. 

NLCCA provides reports the Board as needed.

NLCCA complies with all required fillings.

Reviews & Amendment

This policy should be reviewed periodically by the Board of Directors and may be amended as needed to maintain legal and regulatory compliance
